چکیده

این پژوهش با هدف بررسی موانع گسترش مشارکت بخش خصوصی در آموزش و پرورش ایران (موردکاوی مدارس غیرانتفاعی) از دیدگاه مدیران و صاحب‌نظران حوزه‌ی اقتصاد آموزش انجام گرفت. نمونه‌ی آماری عبارت بود از 284 نفر از مدیران مدارس غیر انتفاعی پسرانه‌ی شهر تهران و 10 نفر از صاحب‌نظران اقتصاد آموزش دانشگاه‌های تهران که به ترتیب با استفاده از روش نمونه‌گیری چند مرحله‌ای و روش نمونه‌گیری هدفمند انتخاب شدند. ابزار پژوهش پرسشنامه‌ای مشتمل بر 62 گویه از عوامل مؤثر در عدم توسعه‌ی مدارس غیر انتفاعی در دو بخش عوامل طرف تقاضا و طرف عرضه بود. برای تجزیه و تحلیل داده‌های حاصل از پرسشنامه از آزمونt  تک نمونه‌ای استفاده شد. نتایج پژوهش حاکی از این است که نگرش منفی و عدم اعتماد دولت به بخش خصوصی برای فراهم‌سازی آموزش، هدف تک‌بعدی از مشارکت، عدم انگیزه‌ی بخش خصوصی برای حضور در بازار آموزشی و عدم پیش‌نگری امکانات و اقدامات تسهیل کننده‌ی حضور بخش خصوصی از مهم‌ترین موانع گسترش مدارس غیر انتفاعی از دیدگاه مدیران و صاحب‌نظران بوده است.

چکیده [English]

This study aims to investigate the views of the school principals and scholars in economics of education on the obstacles which render private sector participation in Iran' education. Sample included 284 school principals and ten of the well-known scholars in the field of economics of education who were working at Tehran universities. Samples were selected via the cluster and the purposeful sampling methods respectively. In order to collect data, a questionnaire with 62 closed items was applied. T-test for one sample was used for data analysis. The findings showed that the government's negative view and its mistrust to private sector potential to provide educational bases, participation for just economic benefits, lack of private sector's motivation entering educational market, lack of facilities anticipation and supporting and facilitating actions are amongst the most important obstacles which participants believe would not allow that the none for profit schools be expanded effectively in Iran.
